RMS Daily Limit Raised in Support of SETs/Exercises

In order to better support the next three weekends of upcoming exercises with the Simulated Emergency Test this weekend, the Saint Louis Metro ARES SET next weekend and the SAVE/SEMA exercise the following weekend, the daily time limits for users has been increased from 120 minutes to 480 minutes.
